What is the Thurrock Design Charter?

The Thurrock Design Charter will set out high-level design principles for all development in the borough, including new homes, commercial development, public spaces and landscapes. The Charter will establish a commitment to good design for our communities, stakeholders, and developers.

What is the purpose of the Thurrock Design Charter and its relationship to the Local Plan?

The Thurrock Design Charter is being developed with the new Local Plan, informing its policies around design and quality of new development. The consultation on the draft Thurrock Design Charter mirrors the consultation on the Local Plan - Initial Proposals document, ensuring both the Design Charter and Local Plan develop in tandem. Importantly, the Design Charter will act as a vision for a new Thurrock Design Code, which will provide prescriptive design requirements for creating healthy, beautiful, and distinctive places with a high consistent standard of design. The Thurrock Design Code would be adopted to become a material consideration in the determination of planning applications.

How have we developed the draft Thurrock Design Charter?

The draft Thurrock Design Charter has evolved through a series of workshops with services across the Council. This has been supplemented by an assessment of best practice, a review of Thurrock's places and recent developments, and design quality implications arising from existing adopted Council strategies.

Why are we consulting on the draft Thurrock Design Charter?

It is important that we get your views to ensure the Design Charter properly reflects your aspirations for the quality of Thurrock's places and development. The Charter presented remains a draft, and we intend to update the scope and content of the Charter based on the results of this consultation.

What happens next?

Following consultation, we intend to update the Thurrock Design Charter and use it to progress a new Design Code for Thurrock (following the Government's guidance in the National Model Design Code). We expect the development of the Design Code to follow a similar timeframe to the new Local Plan. We intend to undertake further engagement and co-design with communities throughout the development of the Design Code. We will publish further information on this page on up-coming consultations.
