We thank everyone who gave us feedback on the initial proposals either through these online surveys or at our events. Your comments will help us in putting together our draft plan. Although this consultation has ended, our conversations have not. Look for us throughout 2024 at your local community forums. The best way to find out about our meeting schedule is to go into your profile on this platform and make sure you've ticked YES to the question at the bottom, "Would you like to receive updates on the preparation of the new Local Plan and other planning policy documents or participate in a Local Plan Forum?" Emails will go out whenever we attend a forum meeting. You can also keep an eye on the Council's Facebook and X posts.

We have prepared a Local Plan Initial Proposals document to set out how we think the borough could grow and what we think a new Local Plan for Thurrock should look like. 

Consultation on the Local Plan – Initial Proposals Document and it's accompanying Integrated Impact Assessment began on Monday 18 December 2023 and will end at 5pm on Monday 19 February 2024.



The new Local Plan is the most important document you've (probably) never heard of. It will affect how we live, work and play in Thurrock over the next 20 years and beyond by creating the conditions for places in the borough to change, adapt and grow in the right way at the right time. There are two main things we need to help make sure that the policies and sites in the Plan are the right ones – technical evidence and the views of people who live, work, visit or have a professional interest in the borough. 

This Initial Proposals document sets out information about the suggested structure of the emerging Local Plan. It also includes information about our initial proposals for how places in the borough might grow, change, and adapt in the future alongside a series of alternative options. This consultation is your opportunity to let us know what you think about the proposed structure and the growth options that have been put forward for different places across the borough.



Information on making comments:

We recognise that some of the sites included within this Plan may have already been subject to public consultation through their inclusion in other Council documents and strategies and/or through the planning application process. Comments raised through these other consultation activities have been used to inform this consultation document. However, it is still important to raise your comments again if they are still relevant.

There will also be opportunities to meet with members of the Local Plan Team face-to-face at the ‘Your Place, Your Voice’ community planning events that are being held during January/February - dates for these events and any online Local Plan events will be listed here and at www.thurrock.gov.uk/localplan.

All consultation responses received, together with a summary of how the Council has taken them into account in the preparation of Thurrock’s new Local Plan, will be recorded in the Report of Consultation, which will be submitted to the Inspector for consideration as part of the examination of the Plan. 

Only registered users can take part in this survey - however, if responding as an individual your name will not be published alongside your comments.

The Report of Consultation will be updated and published at each key stage of the plan making process so that everyone can see how their views are helping to shape the development of this plan.
