We’re planning to enforce Heavy Goods Vehicle (HGV) restrictions in parts of Thurrock where weight limits already exist. We want your feedback on these plans and to hear if there are other areas where enforcement is needed.
London Road, West Thurrock – HGV access enforcement
London Road, South Stifford – HGV access enforcement
High Road, North Stifford – Bus gate enforcement (including HGVs)
Church Hill, Stanford-le-Hope – HGV access enforcement
This includes targeting a bus gate in North Stifford to make sure general vehicle access rules are followed.
If approved, camera enforcement in these areas is expected to begin around October/November 2025.
Why This Is Happening
Under Part 6 of the Traffic Management Act 2004, the Department for Transport has given Thurrock Council powers to enforce certain traffic offences, including:
Illegal turns (left, right, or U-turns)
Driving the wrong way on one-way streets
Entering yellow box junctions without a clear exit
Driving where/when vehicles are not allowed
Note: Speeding is not included and remains a police matter.
Benefits of Enforcement
Safer roads
Better air quality
Less congestion and shorter journey times
We’ll use Automatic Number Plate Recognition (ANPR) cameras to identify vehicles.
For the first six months, drivers who break the rules will receive a warning instead of a fine, to help them understand the new rules.
Please complete the below survey, this consultation closes on Monday, 15 September 2025.
