Outcome
The Parking at Schools Consultation, which ran in Autumn 2024, asked local residents for their views of parking outside schools, how it impacted upon their lives, and what could be done to improve the issue. The results were analysed and were included as part of the Parking at Schools Task and Finish Group final report, alongside the outcomes of other work completed by the Task and Finish Group such as site visits and meetings with external stakeholders. The final report can be found at this link: Microsoft Word - Place OS - 19 February 2025 - Appendix 2.
Based on this collaborative effort, the Task and Finish Group drafted a Parking at Schools Toolkit, which has since been agreed by both the Place Overview and Scrutiny (O&S) Committee and Cabinet. The Toolkit includes a list of different options for schools aimed at improving parking outside of schools and promoting active travel. This Toolkit can be utilised by Thurrock Council and local schools to determine which options would work best for each school, depending on cost and local geography. The Council are now focussed on identifying a pilot school to work with to implement the most suitable options for that school and improve parking and promote active travel, working towards implementation for September 2025. The focus of the Parking at Schools Task and Finish Group is to undertake a review of parking outside schools in order to have a better understanding of problems that relate to it.
This survey has been designed to gather feedback from resident's on issues relating to parking outside schools. Information collected from the survey will be used to inform recommendations for a new Parking at Schools Policy.
If you are a resident that either parks outside a school or is affected by parking outside a school or schools, please complete and submit this online survey by Sunday, 20 October 2024.
Paper copies of this survey are also available for completion in libraries and community hubs across Thurrock.
The deadline for the return of completed paper surveys to libraries and community hubs is Sunday, 20 October 2024.

Parking at Schools Task and Finish Group Update
Background
Following the Parking at Schools Task & Finish Group review 2024/2025, Thurrock Council developed a toolkit to encourage walking and cycling to school. For information, please see the online link to the Parking at Schools Task and Finish Group Toolkit: Thurrock Council
A pilot programme was proposed to combine “soft” measures (behavioural change, awareness campaigns, walking buses, Park & Stride) with “hard” measures (infrastructure improvements).
Pilot Programme
To improve collaboration with selected schools and local stakeholders.
Recruitment of a dedicated officer (funded role, starting 2026) to support schools with engagement and promotion of active travel.
Trial of at least one School Street (road closures during drop-off/pick-up), with digital enforcement in one case.
Infrastructure improvements within a 1km radius of schools (footways, crossings, cycle routes).
Data analysis of pupil locations to identify key routes and intervention sites.
Engagement with Schools
Initial invitations have been sent (Summer 2025).
3 schools have expressed an interest: Herringham Primary (Chadwell St Mary), Lansdowne School and St Mary’s Catholic Primary (Tilbury).
Thera are ongoing efforts to expand participation, including targeted outreach to Tilbury Pioneer and Chadwell Primary.
Barriers: schools are concerned about workload, but a dedicated officer is expected to improve uptake.
Next Steps
Autumn 2025: Continue school engagement, establish cross-departmental working group.
Late 2025: Finalise scheme proposals.
Early 2026: Recruit officer, begin rollout.
Spring 2026: First interventions delivered (Easter onwards).
By March 2026: Progress update to Cabinet and Scrutiny Committee.
