The Department for Education updated its Home to School Travel Statutory Guidance for Children of Compulsory School Age in June 2023. The council will be updating the Home to School Travel Assistance Policy in line with the revised guidance. The policy was last updated and published in May 2021.

In July 2020, the updated policy and report was presented to the Council's Cabinet. The Cabinet decisions agreed, included the implementation of a parent contribution July 2020 Cabinet Report and Decision.

The Department for Education (“the DfE”) advises councils to consult locally for 28 days on any proposed changes to the policy on school travel arrangements with all interested parties. This consultation closes at 11:59pm on 19 January 2024.

  • Councils have no specific duty to provide free or subsidised post 16 travel for young people whether or not they have an Education and Health Care Plan (EHCP).

    Councils have a duty to prepare and publish an annual transport policy statement by 31st May specifying the arrangements for the provision of transport or other support that the council considers it necessary to make to facilitate the attendance of all persons of sixth form age receiving education or training.

  • A child reaches compulsory school age on the prescribed day following their fifth birthday, or on their fifth birthday if it falls on a prescribed day. The prescribed days are 31 December, 31 March and 31 August. A child ceases to be of compulsory school age on the last Friday in June in the academic year in which they reach age 16.
