You may know that Thurrock Council has been exploring options to build new homes on the site of the former Aveley Library to help meet local demand.

Thurrock Council is currently exploring the potential to build 16 high-quality new homes on the site of the former Aveley Library on Purfleet Road to help meet local demand and enhance the area.


We believe everyone should have a good quality home. Across the borough, around 1,200 new homes need to be built every year to meet current demand. As a council, we are committed to building high quality new homes, including investing in new council homes.

Building 16 new homes on the site of the former Aveley Library would provide much needed housing in the local area and help to enhance the neighbourhood.

These plans are still at an early stage and we want to hear your views on our initial ideas. This feedback will be considered as the proposals are developed further. Ultimately, should these ideas progress to a planning application, a report will be submitted as part of the planning application which explains how consultation feedback has influenced the development of the proposals.


The site and our early stage proposals


The site of the former Aveley Library is located on Purfleet Road, as shown on the map below.

The library service was moved to be part of the new Aveley Community Hub in 2020 and the library itself was demolished earlier this year. This is why the former library site on Purfleet Road is being considered as a potential location for new homes. It is also close to the shops, public transport and other local facilities in Aveley.

The 16 new homes would consist of a mix of one and two-bedroom apartments, all of which would be built to modern, energy efficient standards. All of the new homes would be owned and managed by Thurrock Council to provide new council homes.

The proposals include two new buildings: a smaller, two-storey building fronting Purfleet Road and an L-shaped two/three-storey building further within the site. Between the two buildings would be an attractive area of shared gardens for residents to enjoy.

21 resident parking spaces are proposed, along with four visitor spaces, with vehicular access from the existing access point on Purfleet Road. There would also be dedicated, secure cycle storage. Enhanced landscaping would also be provided along the road frontage and along the other boundaries of the site, helping to create a more attractive environment for existing residents.

Get Involved

We want to talk to existing residents at an early stage to inform the direction of our plans. This current consultation will run for six weeks until 2 August 2022.

We would like to discuss our ideas with neighbouring residents. The resident drop-in session will be an opportunity for you and your neighbours to view our plans, talk to members of our project team, and share your views:
