Not all individuals that undergo means testing pay for services. Approximately one in four individuals currently pay nothing towards their non-residential services, while half pay only part of the cost of their services.

Any means test that may be applied will consider the income and outgoings of each individual and assessed inline with guidance laid out in the Care Act (2014) in regards of financial assessment applied to non-residential care services.

This means test will ensure that each person will always be left with the minimum income guarantee plus an additional 25% and take into consideration rent, mortgages, Council tax alongside any disability related expenditure the individual may have.
