A Public Space Protection Order (PSPO) is a legal tool used by councils to help prevent anti-social behaviour in public places. In simple terms, it allows the Council and the police to set rules for certain areas, such as restricting street drinking, where this behaviour has a negative impact on the local community. The aim is to make public spaces safer and more welcoming for everyone.

The current PSPO in Grays to address street drinking and anti-social behaviour caused by a minority of people, is due to expire on 31 March 2026. Thurrock Council is proposing to extend the order for a further three years, covering areas within the Grays, Thurrock and Grays Riverside wards, in response to the ongoing concerns raised by residents and local businesses.

Following feedback already received, we are also considering extending the area covered by the PSPO. The proposed additional locations include:

  • Church path up to the junction of Wharf Road
  • Grays Beach Riverside Park including Thames Road
  • The foreshore up to Anchor Court

This consultation gives residents, residents, businesses and other key stakeholders the opportunity to share their views on both the proposed extension of the PSPO and the proposed amendments.

The consultation is open until 6 March 2026.
